They’re creatures who were jailed in a lamp or bottle for being unauthorized wish granters, and you dumb people unlock them. The genies will always mess up your wishes, because well, pirated things always have a lower quality than the real, branded ones. They don’t wanna work much, so they just make up a story about getting only three of your wishes fulfilled, and you fall into that trap, and wish for only three things, simplifying their trickery.
