तन्मात्राण्यविशेषास्तेभ्यो भूतानि पञ्च पन्चभ्य: ।
एते स्मृता विशेषा: शान्ता घोराश्च मूढाश्च ।। 38 ।।

It directly means : 

The tanmatras are the indiscernible; from these five proceed the five gross elements; they are remembered as the discernibles, because, they are calm, turbulent and deluding.

Having now described the non-specific things (avisheshan), now in order to describe the specific objects, mentions the manner of their production by stating: from these .....etc. From these five Primary elements of sound, touch, colour, taste and odour, proceed respectively, the five gross elements of Akasha, Air, Fire, Water and Earth.

Now here objection arises as : 
Let these five gross elements be produced from the five Primary elements, but what about their specific characteristics?
