Severe laws do not ensure no crime is committed. The limited human mind understands that punishment is the only way of correction. Look at our schools, look at our parents, our institutions and even the religion. Everyone practices punishment to correct. Correction can happen only by self awareness, by self analyzation of "what am I doing and why am I doing?" None can correct others. Only the path of self awareness can be shown and guided.
